The payload you have to leave empty

Most self-builders weigh the finished van, compare the number to the plate, and exhale. That is the wrong test. The plate is a limit on the van as it will actually be driven — with you in it, the water tank full, the gas bottle full, food in the cupboards, tools in the garage and two bikes on the back. None of that exists yet on the day you finish the build. The number that matters is not what the van weighs empty; it is how much payload you deliberately left unspent. That space has to be designed in, not discovered at the end.
The reserve professionals must leave
The European standard for habitation vehicles, EN 1646-2, exists precisely because this is the number builders get wrong. It defines a minimum payload that a motorhome must leave free, and it is deliberately crude so it cannot be argued with:

Work an example. A 6 m van, 4 berths, 3 belted travel seats: 60 + 40 + 225 = 325 kg that must stay empty. Not “should ideally” — for a professional converter type-approving a motorhome, must. Three quarters of that figure is simply people, which is the point: the heaviest thing most vans carry is the reason the van exists.
That 75 kg is not an estimate of your friends. It is the conventional occupant mass used across EU type approval — a fixed accounting figure, the same one behind seat-capacity and axle-load calculations. It does not go down because you and your partner are light, and the standard does not care that you weigh 62 kg. Treat it as a unit of measurement, not a guess.
Now the honest caveat, because this audience gets inspected: EN 1646-2 is a standard, not a statute. It binds manufacturers and professional converters seeking type approval. As a private self-builder you cannot be fined for having a thin reserve. What you can be fined for is driving over the plated gross mass or over an axle limit — and the reserve is the tool that stops that happening. Use it as a design floor and a sanity check, not as a law you are quoting back at anyone.
The arithmetic, and where it breaks
Two subtractions and one comparison:
Available payload = plated gross mass − kerb weight − conversion weight. Then margin = available − reserve. If the margin is positive you have a van you can load. If it is negative, the build is finished and the van is already illegal the moment it is used for its purpose.

Build A has 570 kg of genuine freedom — a full 100 L water tank, a passenger, e-bikes, a month of food, and still headroom. Build B is not an exotic failure: a 1,250 kg conversion is a plywood-and-hardwood build with a real shower, a big battery bank, a solid-fuel stove and a garage. It passes the weighbridge empty and goes 80 kg over gross with nothing in it but two people and their bedding, before a single litre of water. The plate said 3,500 kg and the build weighed 3,350 kg, so the builder thought it was fine. The reserve is what would have told them otherwise, eighteen months earlier.
The 3.5 tonne cliff
Why 3,500 kg and not some other number? Because that is where a category B driving licence stops. Above it you are into C1, which covers 3,500–7,500 kg and is a separate medical, theory and practical test for anyone who passed their car test after 1 January 1997. Drivers licensed before that date generally hold C1 by grandfathering and often do not realise it is a privilege others have to buy.
This makes 3.5 t the single most important design constraint in European van conversion — more binding than height, length or budget. It is also why “just uprate it” is not the free fix it sounds like. Pushing the plate to 3,850 kg solves an arithmetic problem and creates a human one: it can change who is legally allowed to drive your van. If your partner passed their test in 2009 and does half the motorway miles, an uprate takes them out of the driving seat until they sit a C1 test.
Uprating, downplating, and the limit inside the limit
Uprating is real and legitimate. On many chassis the manufacturer will issue a certificate for a higher plated mass, or an engineering assessment will support one; you then get a new plate and update the registration document (a V5C in the UK, the equivalent registration entry elsewhere). Downplating below 3,500 kg — for tolls, speed limits or access — works the same way in reverse.
The catch is that gross mass is rarely the limit that bites first. Individual axle limits usually go before the total does, and an uprate that raises the gross figure may leave the rear axle rating untouched. Garage-heavy builds are the classic case: everything dense — battery bank, water, tools, the spare wheel, the bikes on the rack — sits behind the rear axle, where it acts as a lever, loading the rear by more than its own mass and unloading the front. You can be 300 kg under gross and still over the rear axle plate. What actually happens if you get it wrong
Overloading is not a paperwork sin. Roadside enforcement across Europe weighs motorhomes at the border and outside popular passes, and the outcomes are fines scaled to the percentage over plus, past a certain margin, a prohibition notice — the van does not move until weight comes off at the roadside, which with a fixed build means emptying tanks and abandoning gear.
The expensive risk is insurance. After an incident, an insurer that establishes the vehicle was over its plated mass has a straightforward argument that it was not in a legal roadworthy condition. Cover is not automatically void, but the claim becomes contested at the worst possible moment. In Germany there is a further layer: a self-build registered as a Wohnmobil has to genuinely meet the habitation criteria, and a wrong or unsupportable classification affects both the vehicle tax band and how the van is treated at the periodic inspection.
Plan the reserve, then verify it
The lesson is a sequencing one. The reserve is a design input — a number you subtract from your payload before you draw a single cabinet, the same way you subtract the wheel arches from your floor plan. Builders who discover it at the end have no moves left except removing furniture they have already paid for. Builders who set it first choose a lighter tank, a smaller battery bank, an aluminium frame, or an L4 chassis with 400 kg more payload — cheap decisions on day one, brutal ones on day four hundred. And then verify it. Every predicted weight in this article is planning; the only truth is a ticket from a public weighbridge, with the van finished, tanks full and loaded as you intend to travel. Weigh the front axle and the rear axle separately, not just the total — that is where the surprise lives.
